Dwayne Gutzmer

Dwayne Gutzmer is CEO of the Institute of Law and Economics (ILE), a leading Jamaican institution dedicated to advancing legal education, economic empowerment, and social justice.

Mr. Gutzmer oversees strategic direction, academic programs, and institutional partnerships, while managing a diverse portfolio that includes youth entrepreneurship, justice sector reform, and community-based training initiatives. Under Gutzmer's leadership, ILE has expanded national reach, enhanced program impact, and deepened collaborations across government, civil society and international donors."

Phillipa Rhule-Armstrong

Phillipa Rhule-Armstrong is a senior financial executive with over 20 years of experience in accounting, financial management and organizational leadership. In her role as Accounting and Internal Affairs Manager, she oversees strategic financial operations, ensures regulatory compliance, and works with cross-functional teams to achieve organizational goals.

Phillipa is recognized for her proven ability to reduce financial risks, provide accounting support in the management of multi-million-dollar donor funded projects, and implement effective internal controls. Her leadership style is grounded in operational excellence, stakeholder engagement, and a strong commitment to transparency and accountability.

Shauna Todd

Shauna Todd is the Project Coordinator at the Institute of Law & Economics (ILE), where she leads complex projects and drives key operational initiatives across the organization. Over the past 14 years, she has progressed from Administrative Assistant to her current role, making significant contributions to program development, stakeholder engagement, and process improvement.

Before joining ILE, Ms. Todd built a diverse career holding nine roles across various companies as a Customer Relations Officer, Customer Service Agent, and Sales Executive. Through these experiences, she developed strong expertise in client service, effective communication, and problem-solving—skills that now enable her to manage multifaceted projects and cultivate productive partnerships both within and outside the organization.

Ms. Todd is deeply committed to organizational excellence and is passionate about delivering high-quality service in support of ILE’s mission.

Chrisona McGrouder

Miss Chrisona McGrouder is a dedicated and results-driven professional with over eleven years of progressive experience at the Institute of Law and Economics (ILE). She currently serves as the Programmes Coordinator for the Legal and Professional Certification Unit, where she provides strategic oversight and operational leadership in the delivery and quality assurance of academic programmes.

In her current role, Ms. McGrouder manages the full student lifecycle from admissions and enrollment to graduation and alumni engagement. She is instrumental in maintaining the integrity and effectiveness of ILE’s educational offerings by conducting mid-year and end-of-year evaluations on quality assurance systems for lecturers and students. Her work ensures programme alignment with institutional goals and compliance with national standards, including those set by the Ministry of Education, Skills, Youth & Information (MOEY), and the University of Technology, Jamaica (UTech, Jamaica).

Throughout her tenure at ILE, Ms. McGrouder has held several key positions, including Administrative Assistant, Senior Liaison Officer, and, since July 2022, Programme Coordinator. In each role, she has demonstrated exceptional leadership, organizational acumen, and a strong commitment to student and institutional success.

She is currently pursuing a Bachelor of Science in Management Studies through The University of the West Indies (Global Campus), with expected completion in July 2025. Her academic advancement reflects her ongoing dedication to professional growth and excellence in higher education administration.

Ms. McGrouder is recognized for her strong communication skills, and unwavering focus on continuous improvement in educational sector.

Starlliea Smith

Starlliea Smith is a results-driven Project Coordinator with over eight years of experience in the non-profit, corporate, and service sectors. She brings expertise in project management, stakeholder engagement, and community development. Formerly an Account Manager at an IT firm, she excels in client relations and operational efficiency. Her background in customer service and supervisory management adds strength in leadership and team coordination. Starlliea is passionate about creating meaningful impact through strategic planning, collaboration, and a deep commitment to serving communities with integrity and purpose.

Benesha Patrice Marshall

Ms. Marshall is a past student of St. Mary’s College High School located in St. Catherine. She graduated and moved on to the GARMEX HEART Academy, Kingston, where she completed a Level 2: Customer Service; Life Coping Skills, and then moved on to working at the Tritel Service Jamaica (VXI) (November 2016-April 2017) as a trained customer associate. Ms. Marshall started working with the Institute of Law and Economics in July 2017. She was officially on staff since 2018, where she provided in-house Case Management support in the projects department and later moved on to the law department, where she was promoted to the position of Student Liaison Officer.

Ramon Clayton

Christal Parris-Campbell is a legal professional with a Bachelor of Laws Degree (Hons.) from the University of the West Indies, Mona and a Certificate of Legal Education from the Norman Manley Law School. Currently, she serves as legislative drafter for the executive branch of government. Additionally, Miss Parris-Campbell serves her nation and the region as a CARICOM Youth Ambassador for the Island of Jamaica. Since 2022, Miss Parris-Campbell has taught Caribbean Studies on the weekends and in the evenings at the Institute of Law and Economics.
